At last, an unidentified source has identified the Authors of the stuff on signs in Windcrest.  The editor, assuming they have one, was not identified.

Tax Increase of .08 cents per $100

  They increased the tax rate but still the City Manager proposed a budget with "RED" in the garbage fund.  Why can't Windcrest management present a balanced budget?   NOTICE OF 2019 TAX YEAR PROPOSED PROPERTY TAX RATE FOR THE CITY OF WINDCREST, A tax rate of $0.413544 per $100 valuation has been proposed for adoption by the governing body of the CITY OF WINDCREST. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate.
